Strategic Waivers School System (SWSS) performance contracts provide local school districts with flexibility from state laws and policies as a means to increase student achievement. Local school boards enter into multi-year contracts with the State Board of Education (SBOE) that identify specific school-level student achievement goals based on the state’s College and Career Readiness Performance Index (CCRPI).
The Governor’s Office of Student Achievement annually monitors progress toward meeting those goals and reports it to the SBOE. This dashboard provides concise performance results for each of the Strategic Waivers School System. For more information on SWSS, click here.

This section provides information regarding schools’ performance within a district. The graph below shows the percentage breakdown of school performance within a district. Schools fall into one of the following categories:
Met their CCRPI target,
These schools met their 2017 CCRPI target. These schools may or may not have Beat the Odds (BTO). They met their Year One goal.
Did not meet their CCRPI target but BTO, or
These schools did not meet their 2017 CCRPI targets but BTO. They met their Year One goal.
Did Not Meet CCRPI target or BTO.
These schools did not meet their Year One goal because they did not meet their CCRPI target or BTO.

A school is defined as meeting the terms of its SWSS contract if it meets its annual CCRPI Targets, and/or Beats the Odds (BTO) as determined by the annual BTO calculation performed by GOSA.
To meet the terms of the SWSS contracts, schools must annually increase their CCRPI score without Challenge Points by 3% of the gap between the baseline year (2016) CCRPI score and 100. Schools with baseline year CCRPI scores in the top quartile of the state within each grade cluster must maintain a CCRPI score in the top quartile each year.
2016 is the baseline year for 2017 targets. Accounting for the change in the CCRPI formula under ESSA for the 2017-2018 school year, GOSA will reset targets with Year 2 as the new baseline year for Years 3 to 5. Year 2 (2017-2018) becomes a baseline reset year in the contracts and therefore does not count for or against a school.

Actions Taken to Improve Performance
For schools not meeting the terms of their contract, this section provides information on the steps taken to improve performance. Schools not meeting Year One Goals must develop and implement a school-led improvement plan by August 2018. Schools that have not met the terms of their contract are subject to the consequences listed in
Exhibit D of the contract.

This graph compares a school’s Actual CCRPI scores for each year of the SWSS evaluation in relation to its Target CCRPI scores.

Schools with baseline year CCRPI scores in the top quartile of the state are required to maintain a CCRPI score within the top quartile each year. A school that moves into the top quartile shall be required to remain at or above this threshold throughout the remainder of the contract.
*GOSA will account for the new CCRPI formula under ESSA and will reset targets by using the 2018 CCRPI as the new baseline.
